The EU Pact on Migration and Asylum is a major reform of the EU’s migration system, setting out a new framework for how people seeking protection are received, processed, and supported across Member States from June 2026.

The Irish Refugee Council coordinates a national civil society coalition that monitors, analyses, and seeks to influence how the Pact is implemented in Ireland. The coalition brings together organisations committed to upholding human rights and ensuring compliance with international and EU protection standards.

Through legal analysis, advocacy, campaigns and engagement with the legislative process, the coalition works to ensure that transposition into Irish law protects the rights of people seeking asylum and avoids gaps or reductions in safeguards.
