Masterclass: European case-law and the potential of the European Courts in asylum litigation

The course will look at how European law and the courts can be useful in cases before the Refugee Appeals Tribunal and the High Court of Ireland. It will include a review of the relationship between Irish asylum law and the Common European Asylum System (CEAS) and between Irish and European law. It will also examine the CJEU in relation to the CEAS to date and how it might be argued; the potential for using the EU Charter of Fundamental Rights; the case law of the ECtHR (e.g. recent procedural rights to emerge from Articles 3 and 13; relevant Article 3 jurisprudence e.g. on internal flight) and how it might be argued. In addition, it will look at making use of the preliminary reference procedure and Rule 39.
Speakers:
Ciara Smyth is a lecturer in law in NUI Galway, where she teaches refugee and immigration law, human rights law and public international law. She is also a researcher at the Institute of Immigration Law in the University of Leiden, The Netherlands, where she is completing a PhD on the compatibility of the Common European Asylum System with the rights of the child. She has been active in the area of refugee law and practice in Ireland for more than ten years, particularly in the area of training and capacity-building. She previously worked for UNHCR in Dublin.
Cathryn Costello B.L. is a fellow of Worcester College, Oxford University. Her teaching includes Constitutional and EU law and parts of the BCL European Employment and Equality Law course. From 1998-2003 she was Lecturer in European Law at the Law School, Trinity College Dublin. From 2000-2003, she also held the position of Director of the Irish Centre for European Law. She has been a Visiting Professor at the University of San Francisco and from January to May 2006 was a visiting research fellow at NYU School of Law. She specialises in EU law, and has completed a DPhil on EU immigration and asylum law. She also writes on EU constitutional and equality law.

Join our team as we take part in the Women’s Mini Marathon on the June Bank Holiday Monday (4 June) to help raise sponsorship for the Irish Refugee Council.
This 10K event is open to women of all ages and the money raised will help the IRC work towards securing a just and efficient asylum process.

1. Register online
You must register online at http://www.florawomensminimarathon.ie/ to receive your official race number. Registration cost is 17 EURO per participant. Closing date will be Friday 20th April 2012 or when maximum number of entries is reached. Register now to avoid disappointment.
2. Register with the IRC

3. Start Fundraising!
Download a Sponsorship Card and start asking friends and family for donations. If you would prefer to collect e-donations, you can log on to www.mycharity.ie to set up an account.
All IRC participants will be provided with an IRC T-shirt and we will all meet outside the IRC building on Aston Quay on the day of the event. Further details will be confirmed at a later stage.
